TERMS OF REFERENCE

Copy Editor/Layout Artist for AMTP5 Key Documents

  
BACKGROUND
The Philippine National AIDS Council (PNAC) in exercise of its technical advisory role as mandated by Republic Act 8504, or the Philippine AIDS Prevention and Control Act of 1998, recently developed key documents and M&E products related to the implementation of the Fifth AIDS Medium-Term Plan, the 2011-2016 Philippine Strategic Plan on HIV and AIDS (Fifth AMTP). These documents are intended to be published as monographs, and distributed among partners and stakeholders in the national response as part of specific tactics in PNAC's conduct of advocacy social marketing, partnership capacity building, and M&E utilization. These publications shall need to be designed and packaged in consideration of best available distribution channels as well as accessibility and usability demands from the target readership.

This year, two key documents will be commissioned for typesetting, layout design, and pre-press proofreading, as follows:
  • Fifth AMTP Monitoring and Evaluation Plan
  • Philippine HIV and AIDS Research and Evaluation Agenda 2011-2016 (PHAREA)

SCOPE OF WORK

Guided by PNAC, represented by its M&E Officer, and in close coordination with UNAIDS, the editor/layout artist will:

(1)    Proofread and edit the two key documents, carefully watching out for errors in syntax, grammar, spelling, inconsistencies in use of words or phrases and ensuring adherence to acceptable style guides, without altering the substance, style and format of the document;
(2)    Design and layout the two key documents, ensuring adherence to accepted layout and design standards, and using blurbs and captions, as and when necessary;
(3)    Copyedit the two key laid out documents, ensuring consistencies in look, format, captions, titles, footnotes, etc., and watching out for such errors as hanging texts, misplaced prepositions, improper alignment, color inconsistencies, etc.;
(4)    Finalize the design, ensure proper page bleeds and save in high-res, printer-ready format, ensuring that all links and fonts are included in the DVD to be provided as final output.

TIMEFRAME AND CONDITIONS

The copy editor/layout artist will be engaged for a duration of twelve (12) days level of effort, from July 1, 2012 to August 15, 2012, with the following milestones:

QUALIFICATIONS
  • At least seven years’ track record in editing and production of publications, covering a whole range of editorial and layout services;
  • Must be able to show portfolio of projects undertaken.

This is a continuation of the 2011 series of M&E Trainings on HIV programmed by the Philippine National AIDS Council (PNAC) in collaboration with Development Center for Asia, Africa, and the Pacific (DCAAP) and UNAIDS Philippines.

Basic Course (3.5 days)
The basic course addresses the challenges posed to planning, monitoring and evaluation in HIV program implementation, both at the national and local level, where multiple, interacting actors and factors create many options for intervening, measuring and learning. It covers developments in M&E techniques and practices that have proved effective in complex development situations where both interventions and results may shift or need to be revised over the life of a programme.

The course presents practical steps, examples and participatory exercises in applying M&E methods to strengthen management for development results, with special attention to situations where there is uncertainty about the causal relationships linking inputs, activities and outputs with the outcomes and impacts of development interventions.  
Participants will leave with practical guidance and skills in using tools to plan, monitor and evaluate their interventions and what they achieve in order to be accountable and to improve performance. A half-day peer clinic session is also planned at the end of the course, where participants can bring their own experience and projects to discuss with the trainers.
