I.                    POSITION/ TITLE:
 Evaluation Consultant
II.                  PROJECT NAME:
Midterm Review of UNDAF Sub-outcome on HIV (SO 1.6)
III.                GENERAL BACKGROUND
The sub-outcome on HIV of the 2012-2018 UN Development Assistance Framework (UNDAF) has been implemented since 2012. As planned and as mandated by the UNDAF Programme Management Committee (PMC), the sub-outcome on HIV will be reviewed at midterm covering three (3) years of its implementation from 2012 to 2014.
IV.                OBJECTIVES OF THE ASSIGNMENT
To conduct a Midterm Review of UNDAF Sub-outcome on HIV (SO 1.6) from August to November 2015
V.                  SCOPE OF WORK
The evaluation consultant will:
  1. Develop and finalize the evaluation framework and tools
  2. Prepare, present, and finalize a 3-year accomplishment report of SO 1.6
  3. Prepare, present, and finalize the midterm review report
  4. Design and facilitate data collection activities including workshops and field visits, as needed
  5. Liaise with UNAIDS Country Office Strategic Information Adviser and research assistant
VI.                DELIVERABLES and FINAL PRODUCTS
1.       Inception Report
2.       Evaluation Framework and Tools
3.       2012-2014 Accomplishment Report of UNDAF SO 1.6
4.       UNDAF SO 1.6 Midterm Review Report
VII.              PROPOSED TIME FRAME and LEVEL OF EFFORT
20 days level of effort from August 25 to November 30, 2015
VIII.            QUALIFICATIONS
·         Middle to Senior Level Evaluation Specialist
·         Minimum 5-year experience in conducting  outcome and impact evaluation, preferably on a national scale
·         Has adequate understanding of commitment to AIDS issues, and AIDS as a development issue;
·         Excellent communication skills; proficiency in both spoken and written English;
·         Postgraduate qualification in Social Sciences, or equivalent educational preparation.

II.                  PROJECT NAME:
Midterm Review of UNDAF Sub-outcome on HIV (SO 1.6)
III.                GENERAL BACKGROUND
The sub-outcome on HIV of the 2012-2018 UN Development Assistance Framework (UNDAF) has been implemented since 2012. As planned and as mandated by the UNDAF Programme Management Committee (PMC), the sub-outcome on HIV will be reviewed at midterm covering three (3) years of its implementation from 2012 to 2014.
An evaluation consultant will be hired From August to November 2015 who will lead the Midterm Review. A research assistant will also be hired to assist the consultant.
IV.                OBJECTIVES OF THE ASSIGNMENT
To assist in the conduct of a Midterm Review of UNDAF Sub-outcome on HIV (SO 1.6) from August to November 2015
V.                  SCOPE OF WORK
To provide research, administrative, and secretariat support to UNAIDS and to the evaluation consultant on the following:
  1. Development of evaluation framework and tools
  2. Preparation of the 3-year accomplishment report of SO 1.6
  3. Preparation of the midterm review report
  4. Conduct, coordination, management, and documentation of data collection activities including workshops and field visits
  5. Coordination with UNAIDS Country Strategic Information Adviser and the Evaluation Consultant
VI.                DELIVERABLES and FINAL PRODUCTS
1)       Updated and validated Annual Accomplishment Reports covering 2012-2014
a.        Activity Level Results (Joint Work Plan)
b.       Annotated Annual Summary
2)       Draft 2012-2014 Accomplishment Report
3)       Schedule of data collection activities including workshops and field visits with directory  of key informants or respondents
4)       Brief summary of discussions, agreements, or proceedings of workshops and meetings
VII.              PROPOSED TIME FRAME and LEVEL OF EFFORT
Four (4) Months - August 25 to December 15, 2015
VIII.            QUALIFICATIONS
Junior to Middle Level Officer
·         Advanced degree in research monitoring and evaluation, social sciences, development studies, development management or related field
·         At least 5 years relevant experience in research or evaluation or project management especially monitoring and evaluation and/or similar tasks
·         Strong understanding and knowledge of HIV and AIDS and development issues
·         Proven ability:
o    to take initiative and work independently 
o    to work under pressure given tight deadlines
o    prioritize and handle effectively multiple tasks without compromising quality and positive working relationships with colleagues
·         Excellent facilitation skills with experience in leading multi-stakeholder discussions
·         Excellent analytical skills
·         Excellent oral and written communication skills in English
·         Rights-based approach, gender and capacity assessment an advantage
