Mentoring UN Joint Team and UNDAF M&E Group in the Development of Maps of HIV Epidemiology and HIV and STI Programs using Quantum GIS
III.                GENERAL BACKGROUND
In the past 3 years, UNAIDS has supported national and local partners in generating programmatic, geographic and spatial data on HIV. With the availability of new GIS freeware (Quantum GIS), UNAIDS would like to engage a GIS  special to capacitate the UN Joint Team on AIDS and UNDAF M&E Group on the use of Quantum GIS.
IV.                OBJECTIVES OF THE ASSIGNMENT
To capacitate selected members of UN Joint Team on AIDS and UNDAF M&E Group GIS Maps for HIV Epidemiology and HIV and STI
V.                  SCOPE OF WORK
On the job mentoring of UN Joint Team on AIDS and UNDAF M&E  Group to develop GIS Maps for HIV Epidemiology and HIV and STI
VI.                DELIVERABLES and FINAL PRODUCTS
1. Workplan
2. GIS file containing HIV Epidemiology and HIV and STI Program Data
3. Philippine Digital Maps with city, provincial, and regional boundaries containing the following[1]:
1.      HIV Epidemiology
                1.1 City and Provincial Population (total) and income class
                1.2 Reported and Estimated HIV cases
                1.3. Estimated key affected population – MSM, PWID, FSW, Clients of FSW
2.       HIV and STI Programs
                2.1 Priority Cities for HIV Intervention
                2.2 HIV Testing Centers (clinics, hospitals)
                2.3 ARV Treatment Hubs
                2.4 Presence of donor agencies
VII.              PROPOSED TIME FRAME and LEVEL OF EFFORT
December 7 to 20, 2015, 5 days 
VIII.            QUALIFICATIONS
Junior to Middle Level GIS Officer
·         Advanced degree in geography, social sciences, or related field
·         At least 5 years relevant experience in spatial and geographical analysis and map making and/or similar tasks
·         Excellent oral and written communication skills in English

Call for Application: VIDEOGRAPHER

TERMS OF REFERENCE

Purpose
UNAIDS is working to assist countries in the region to end the AIDS epidemic by 2030. As part of this work, the RST is assisting UNAIDS headquarters to profile key Asia Pacific/HIV-related progress. UNAIDS HQ has commissioned a video filming/ photography mission on the HIV epidemic among MSM in the Philippines. This video would be launched on the occasion of World AIDS Day 2015.

Tasks
  1. Liaise with UNAIDS staff person regarding the filming.
  2. Take PAL HD 1080 50i footage of events, programmes and interviews.
  3. Take 240 dpi photographs of different aspects of MSM response in the Philippines
  4. Edit a selection of the best photographs and copy along with all the photographs taken (240 dpi, no resize) onto a DVD and give to UNAIDS staff person
  5. Copy all the video footage onto an external hard drive and give to the UNAIDS staff person.

Base amount:  Up to 4 full days

Videographer/Photographer:
  • Videographer/Photographer Day rate with HD equipment and professional microphones

DELIVERABLE SCHEDULE:

The videographer/photographer will provide material in timely manor

PAYMENT SCHEDULE:

   0% Upon signature of contract;
100% Upon satisfactory completion of work and reception of the Financial Statement.

CONTRACTUAL PERIOD:

The contractual partner will start work upon signature of this contract.

The work should be completed and invoice received by UNAIDS not later than December 1, 2015

WRITER - Klinika Bernardo Manual of Procedure

Development of Klinika Bernardo Manual of Procedures (MOP)
III.                GENERAL BACKGROUND
Quezon City’s Klinika Bernardo, popularly known as the KB Sundown Clinic, is a community-friendly facility located along a busy highway. It is housed in a social hygiene clinic, which stops its services for sex workers at 3pm, transforming into a facility for MSM. The clinic operates until 11pm and with this after-hours schedule is able to see a maximum number of MSM, who often work as professionals from 9 to 5. Many clients come from beyond the city.
Quezon City won the prestigious Galing Pook award for outstanding local governance in 2014 for this pioneering HIV clinic for MSM and TG.
This year, the clinic expanded its services and started operating as satellite treatment hub linked to the Research Institute for Tropical Medicine (RITM).
However, KB Sundown Clinic has been operating using only the 2010 Manual for Social Hygiene Clinics which does not include services for MSM and more recently, management of PLHIV on treatment and other related services.
The QC Health Department (QCHD) requested the support of UNAIDS, through its UN Package of Support, to hire a writer who will develop a Manual of Operations for KB.
UNAIDS will cover consultancy fee for 15 days, while QCHD will shoulder the workshops and printing of the manual.
IV.                OBJECTIVES OF THE ASSIGNMENT
To develop the Klinika Bernardo Manual of Procedure (MOP)
V.                  SCOPE OF WORK
Development of the Klinika Bernardo  MOP and conduct of the following:
  1. Data gathering  through desk review of existing policies/manuals and conduct interviews and/or consultations
  2. Propose changes to existing manuals and actual procedures in the clinic highlighting both working and problematic ones
  3. Write the KB MOP
  4. Ensure thorough review and finalization through emails, face-to-face presentation/writeshop
  5. Oversee layout and printing of KB MOP
VI.                DELIVERABLES and FINAL PRODUCTS
  1. Inception Report
  2. Draft version for comments
  3. Final version of the Klinika Bernardo MOP
VII.              PROPOSED TIME FRAME and LEVEL OF EFFORT

VIII.            QUALIFICATIONS
Junior to Middle Level Officer/Consultant
1.             Advanced degree in development communication studies or related field
2.             At least 5 years relevant experience in manual development, documentation, communications and management and/or similar tasks
3.             Proven ability:
a.             to take initiative and work independently 
b.             to work under pressure given tight deadlines
c.             prioritize and handle effectively multiple tasks without compromising quality and positive working relationships with colleagues
4.             Excellent oral and written communication skills in English
5.             Excellent facilitation skills with experience in leading multi-stakeholder discussions, an advantage
6.             Strong understanding and knowledge of HIV and AIDS and development issues, an advantage

GIS Specialist - Maps for Quezon City HIV Program

Mentoring Quezon City Health Department (QCHD) GIS Team in the Development of GIS Maps of HIV Program for MSM, TGW and PWID
III.                GENERAL BACKGROUND
UNAIDS has supported Quezon City in the conduct of the project “Improving HIV Programme Access and Programme Coverage for Key Populations in the Philippines: Geographical and Programmatic Mapping Study in Quezon City.” The study mapped and identified hotspots, risks, and vulnerabilities of men who have sex with men (MSM), Transgender Women (TGW), and People Who Inject Drugs (PWID) in Quezon City.
The project generated substantial amount of individual and hotspot level data about MSM, TGW, and PWID. It also produced limited number of city and district level maps out of this. However, QCHD need additional GIS maps containing barangay level data to be able to further improve program planning.
The GIS expert will mentor selected QCHD staff in developing these maps.
IV.                OBJECTIVES OF THE ASSIGNMENT
To capacitate QCHD GIS team in developing additional GIS Maps for Quezon City HIV Program for MSM, TGW and PWID

Midterm Review of UNDAF Sub-outcome on HIV (SO 1.6)
III.                GENERAL BACKGROUND
The sub-outcome on HIV of the 2012-2018 UN Development Assistance Framework (UNDAF) has been implemented since 2012. As planned and as mandated by the UNDAF Programme Management Committee (PMC), the sub-outcome on HIV will be reviewed at midterm covering three (3) years of its implementation from 2012 to 2014.
IV.                OBJECTIVES OF THE ASSIGNMENT
To conduct a Midterm Review of UNDAF Sub-outcome on HIV (SO 1.6) from August to November 2015
V.                  SCOPE OF WORK
The evaluation consultant will:
  1. Develop and finalize the evaluation framework and tools
  2. Prepare, present, and finalize a 3-year accomplishment report of SO 1.6
  3. Prepare, present, and finalize the midterm review report
  4. Design and facilitate data collection activities including workshops and field visits, as needed
  5. Liaise with UNAIDS Country Office Strategic Information Adviser and research assistant

VIII.            QUALIFICATIONS
·         Middle to Senior Level Evaluation Specialist
·         Minimum 5-year experience in conducting  outcome and impact evaluation, preferably on a national scale
·         Has adequate understanding of commitment to AIDS issues, and AIDS as a development issue;
·         Excellent communication skills; proficiency in both spoken and written English;
·         Postgraduate qualification in Social Sciences, or equivalent educational preparation.
