CALL for APPLICATIONS Joint UN Programme on HIV Prevention for Most at Risk Population in the Philippines (JUPMARP) Position:         JUPMARP Implementation and Monitoring Officer Duration:       November 5, 2012 – December 31, 2013 Background The Philippines is one of seven countries that has recorded more than 25% increase in new HIV cases in the last decade at a time when at least 56 countries have either stabilized or achieved significant declines in rates of new HIV infections.[1] With this current rate of increase in new infections, the country is unlikely to achieve its MDG 6 targets by 2015.  This alarming rate of increase in new cases may be accounted for by low programme coverage, gaps in the quality of information and services delivered and inadequate enabling social policy environment. In response to these challenges, the new UN Development Assistance Framework (UNDAF) for 2012-2018, has included a specific Sub-Outcome on HIV under Outcome 1 which states, “The poor and vulnerable have improved access to and utilization of quality social services, with focus on the MDGs least likely to be achieved.”  The UNDAF Sub-Outcome on HIV identifies support in three main areas: policy, standards, and governance.  Concretely, through the Joint Programme it aims to improve the quality of HIV prevention services and increase the coverage of these services towards universal access in sites with the highest number of new HIV infections.  It will be implemented in areas which register the highest number of new HIV infections: Metro Manila (3-6 sites including the Cities of Caloocan, Quezon, Makati, Manila and Pasay), Metro Cebu (Cities of Cebu, Mandaue and Lapu-lapu) and Davao City.  It will address the key barriers to the country’s achieving its MDG and universal access targets. PNAC, as the National Partner and through the PNAC Secretariat as its Joint Programme Focal Agency, shall ensure that outputs are achieved and contribute to the intended outcomes, activities are implemented in a timely manner according to approved work and financial plans, and Joint Programme resources are used effectively and efficiently.  It, therefore, has overall oversight and coordination functions over all Implementing Partners. It shall also provide inputs in monitoring and evaluation, and pool draft progress reports for presentation to the UNDAF PMC. The JUPMARP Implementation and Monitoring Officer is part of PNAC Secretariat Staff augmentation and is aimed to help the understaffed PNAC Secretariat to fulfil its role as the National Partner Agency for JUPMARP which will help in the timely implementation and monitoring of JUPMARP. Scope of Work Guided by the PNAC Secretariat Executive Director and the UNAIDS Country Coordinator, the JUPMARP Implementation and Monitoring Officer will perform the following tasks: Coordinate implementation of the Joint UN Program on HIV for MARPs (JUPMARP); Liaise with JUPMARP stakeholders, including but not limited to UN Agencies, PNAC members, Implementing CSOs, in monitoring and reporting JUPMARP results Consolidate quarterly progress reports for submission to JUPMARP Programme Management Committee (PMC) Ensure skills related to programme implementation and monitoring are transferred to PNAC staff Perform other M&E-related tasks assigned by the PNAC M&E Officer Qualifications                                         Advanced degree in monitoring and evaluation, social sciences, development studies, development management or related field At least 5 years relevant experience in project management especially monitoring and evaluation and/or similar tasks Strong understanding and knowledge of HIV and AIDS and development issues, particularly related to prevention among MARPs Proven ability: to take initiative and work independently  to work under pressure given tight deadlines prioritize and handle effectively multiple tasks without compromising quality and positive working relationships with colleagues Excellent facilitation skills with experience in leading multi-stakeholder discussions Excellent analytical skills Excellent oral and written communication skills in English Rights-based approach, gender and capacity assessment an advantage  Implementation Arrangements The JUPMARP Implementation and Monitoring Officer shall report directly to the PNAC Secretariat Executive Director and UNAIDS UCC, and will work under the supervision of the PNAC M&E Officer.  Administrative support will be provided by the PNAC Secretariat.
